An empty council chamber in morning light: curved wooden benches with microphones and tall windows.

Industry software

Software for councils and residents.

Councils run on registers, deadlines and records that must stand up to scrutiny, and residents expect to deal with them online. We build software that brings this work into one system: documents registered and traced, services residents can use from home and, in stages, a back office that works from the same records, with security and audit designed in rather than added later.

What we build in Local Government.

From the first requirement to support, by the same team.

  • Document registry

Incoming and outgoing documents registered with unbroken numbering, routed between departments, dispatched and archived, with an audit trail.

  • Citizen services

Online forms and reports, with status tracking and email updates for residents.

  • Transparency and publishing

Statutory notices and decisions published from one place, on a public site the council manages.

  • Back-office modules

Local taxes, planning, council meetings, budget accounting, payroll and social assistance, planned on the same records.

  • Security by design

Each institution’s data kept apart by the database, personal identification numbers encrypted, an append-only, tamper-evident audit log, and passkey or two-factor sign-in for staff.

  • EU hosting by design

Designed to host and process data only in the European Union. AI requests are refused unless they are set to an EU region.

Software we have built, or are building, here.

Edilis

Our platform for local government: a council’s registry, citizen services and statutory publishing in one system, with the back office to follow. It is being built in stages and is not yet in use by any council.

  • Built so far: a document registry with unbroken numbering, internal routing, dispatch and archive
  • A citizen portal for online forms and reports, with status tracking and email updates
  • Each institution’s data separated by the database, personal identifiers encrypted and a tamper-evident audit log
The Edilis product page, its text translated into English: “What the platform will cover”, with cards for the electronic registry and document management, statutory publishing, a citizen portal, local taxes, the agricultural register, planning, council meetings, public budget accounting, and payroll and human resources. A note says these describe the intended scope, not features available today.
